Process of applying and giving options on e-shikshakosh portal, Bihar Teacher Transfer/posting

- 1. Regular teachers working in government schools of the state, school teachers of BPSC TRE 1 and 2 and all teachers/teachers of local bodies who have passed the competency will apply for transfer/posting by logging on to e-shikshakosh portal (https://eshikshakosh.bihar.gov.in) with their own Teacher ID.

- 2. After logging in to e-shikshakosh, click on the “Teacher Transfer” button marked on the dashboard. Thereafter, 3 (three) menus will be displayed on the left side of the portal screen. After the teacher clicks on the “Transfer Application Form” menu, an OTP will be sent to the registered mobile of the concerned teacher, which will be entered at the appropriate place on the portal and the “Verify OTP” button will be clicked. Thereafter, the profile of the concerned teacher available on e-shikshakosh and the details of the current posting will be automatically displayed on the screen. It is to be noted that you will not be able to apply without OTP. Therefore, while filling the application, keep your mobile with OTP with you. If there is any error in the details of the profile and current posting etc. of any teacher, then immediately contact the concerned District Education Officer / District Program Officer (Establishment) and get it corrected. This is important because transfer / posting will be done on the basis of this data.

- 3. If the teacher is a regular or BPSC TRE 1 and 2 school teacher, then one of the options from yes or no will be selected against the question “Do you want to take transfer” on the screen. In case the concerned teacher selects the “No” option, no other information will be asked and he will get the option to submit the application directly. In case the “Yes” option is selected, it will be necessary to fill other necessary information for transfer on the portal.

- 4. It is mandatory for all the teachers of the local body who have passed the competency test working in the government schools of the state to login to the Bihar Teacher Transfer portal with their own Teacher ID and fill the option for transfer / posting. In case of not giving the option, their current posting place will be considered as home district and they will be posted anywhere.

- 5. After login by the teacher / teacher of the local body who has passed the competency test, the application number and roll number of the competency test will be automatically displayed on the screen.

- 6. All the teachers and regular teachers of the local body who have passed the competency test, the teacher willing to become a BPSC TRE 1 and 2 school teacher will have to select the correct option from the dropdown menu of Gender and Marital Status under the option of transfer.

- 7. Thereafter, one of the options for transfer from the prescribed order of preference for posting / transfer mentioned in the departmental resolution number-1729, dated-07/10/2024 will be selected from the dropdown menu. Appointment on the basis of age or

- 8. If the teacher selects incurable disease/serious illness, disability or mental disability, then he/she will have to enter the information related to this option on the portal and upload the certificate related to it, which is issued from the Civil Surgeon Office

- 9. Thereafter, the teacher will have to enter the information related to the home district on the portal. If the teacher is married, then it will be mandatory to enter the information related to the home district of the husband/wife as well. x. If the husband/wife of the teacher is a teacher in a government school

- 10. or is an officer/employee of the State/Government of India, then the information related to their posting will be entered on the portal. In case of an officer/employee of the State/Government of India, it will be mandatory to upload the latest salary slip of the concerned officer/employee or the certificate of the controlling officer

- 11. In the light of the departmental resolution, teachers will have the opportunity to give 10 (ten) options for transfer, in which it will be mandatory to give at least 3 (three) options but teachers can fill a maximum of 10 (ten) options. The other 7 (seven) options will not be mandatory. It is worth mentioning that if only 3 (three) options are filled, then in case there is no vacancy in the given 3 (three) options, they will be posted in that district / nearest district by the software.

- 12. Teachers applying for transfer on the basis of incurable disease, serious illness, disability, autism / mental disability can give the option of 10-10 Panchayats / Municipal bodies, for which Panchayat / Municipal body will be selected by selecting the district, sub-division, block.

- 13. On the basis of posting of widow and deserted teacher, female teacher and husband, the teacher desirous of transfer can give option of 10-10 Panchayat/Municipal body, for which Panchayat/Municipal body will be selected by selecting district, subdivision, block.

- 14. The options prescribed for female teacher will be available for transgender

- 15. Male teacher can give option of 10-10 Subdivision, for which Subdivision will be selected by selecting district. Male teachers of districts having one subdivision can give option of Subdivision of nearest district.

- 16. While filling the application for transfer, the entries made can be exited from the form at any time by clicking “Save Draft” button and then by logging in the remaining data/information can be filled.

- 17. Thereafter, the concerned teacher will tick the check box marked on the screen for self-declaration and click the “Submit” button. After clicking the “Submit” button, an OTP will be sent to the registered mobile number of the concerned teacher, which will be entered in the appropriate place and then the “Verify OTP” button will be clicked. Thereafter, the said application will be “Submitted” as soon as the concerned teacher clicks the ‘Yes’ button in the consent asked for “Submitting” the application.

- 18. After the application is “Submitted”, 2 (two) options will be displayed on the screen of the portal, namely (1) View Application and (2) Modify Application. Also, the filled application can be printed through the Print button displayed on the right side of this screen.

- 19. If the teacher wants to make any changes in the application, then by selecting the option of Modify Application, necessary modifications can be made in the filled application, for which OTP will be required

- 20. After making the necessary amendments by the concerned teacher, they will have to “Submit” the application again.

Bihar puts on hold contentious transfer/posting policy for lakhs of teachers
Education minister Sunil Kumar told media persons that the transfer and posting of teachers would now be done together for all the teachers only after the completion of the five competency tests for the old teachers appointed through Panchayati Raj bodies and urban local bodies to prevent any inequality and there could be changes in the policy.
